Public Sector Consulting – Conducted over 200 government and education consulting engagements including management audits, information systems planning and selection, records management, and government and education computer and communications planning and operations reviews. Directed the Public Sector consulting practice for a major CPA and Management Consulting firm, developing the methodologies and work products to support management consulting for: cities, counties, police departments, fire departments, courts, school districts, villages, townships, utilities, road commissions, and state agencies.
Information System Planning – Conducted information systems planning studies for governmental clients. Examples include:
• Developed strategic information systems plans for county government to identify all resources and associated costs for operating and improving information management functions, including implementing county-wide integrated local unit systems tax and voter systems, over a five year period.
Expert Witness & Report – Conducted several projects to assist city and county clients in successfully resolving contracts disputes and resulting litigation:
• Supported a City's effort to recover costs associated with a failed public safety System implementation. Provided advice and an expert report in connection with enforcement of a performance bond and the ensuing litigation, which was settled out of court.
Integrated Public Safety Systems - Defined system requirements and assisted in the selection of computer-aided dispatch, records management, jail management, mobile radio systems, and E-911 systems for numerous police, fire, sheriff, and public safety departments.
• Defined computer aided dispatch, information processing and re-cords management requirements, and developed recommendations to improve the efficiency and effectiveness of these public safety agencies. Developed requirements for police/fire administration, CAD, RMS, E-911, Uniform Crime Reporting, records management, case management, NFIRS reporting, jail management, traffic reporting, personnel management, and office automation.
Document Management Systems – Directed the planning and implementation of a variety of imaging and document management projects. For example:
• Conducted agency-wide document imaging projects for several counties, developing requirements for individual departments and assisting with acquiring integrated solutions for functions such as deeds registration, clerk records, case management, and finance.
Communications Systems – Directed the planning and implementation of a variety of communications projects. For example:
• Developed, in connection with the development of a new County Justice Center and Jail, plans for computers; voice and data and communications incorporating fiber and twisted pair; telephone systems; and radio technologies.
ERP System Requirements Definition and System Selection – Defined system requirements and selected Enterprise Resource Planning systems for numerous agencies. Activities included preparing application system specifications, computer hardware requirements and vendor requirements; evaluating proposals and contracts, recommending staffing, and developing installation schedules. Prepared Request for Proposals (RFP's), and analyzed and ranked vendor proposals for systems. Examples include:
• Developed municipal system requirements, and assisted with the selection of budgetary accounting, cash receipts and cash management, utility billing, fixed asset accounting, payroll and personnel, inventory, cost accounting, utility billing, automatic meter reading, maintenance management, voter registration, court management, tax administration, and office automation.
